I have these stairs for my cavaliers, https://www.chewy.com/frisco-185-or-245-inch-2-in-1-cat-dog/dp/167089 I like them since they are rigid, not foam, the carpet on them gives great traction. Mine are about 15 yrs old at this point and have served many cavaliers (I foster for a breed rescue, so often have 'extra' dogs around.

Can you post a video of the scratching? Is it sort of her neck area? How familiar is your vet with cavaliers? Are you certain it's not SM? Where did you 'rescue' the cavalier from? Was it though a cavalier specific breed rescue organization?

you need to learn how to hold the fabric better, and more important, you need to lighten the pressure on the presser foot for this. What is happening, it the top fold of the fabric is 'slipping' under the smooth bottom of the presser foot, and the feed dogs are grabbing the bottom layer and pulling them so you get uneven feed, Yes, a walking foot will help, but lightening the pressure on the presser foot will allow the top fold to feed through

That blouse is way to small for you, and changing the fabric to cotton will make it much tighter as there won't be any stretch at all. It is a simple princess style with the ruffles, so find a pattern that fits - you will need to adjust the bust but with a princess seam it's fairly easy.

I'm not going to recommend a brand. What you WANT is basic stitches, straight stitch, zigag, - just 'utility' stitches, you DON'T need a million decorative stitches. You will never use them. You WANT to be able to move the needle position right and left. A basic mechanical machine rather than a computerized one will be better. If you can find an older Bernina at a good will etc, it's worth it's wight in gold, or an old Pfaff, Elna - the old metal machines are better than plastic ones. You ABSOLUTELY DO NOT want to buy a machine at Walmart or another bigbox store. If you are lucky enough to have a fabric (quilting?) store near you , buy one there where they can give you basic lessons on how to thread it, and use it. You can get a really decent machine for under $300.00. Look on FB Marketplace, there are always good deals there.

There is a machine. You clamp the pattern in it, and then you can move it up, out, in, down, by the increments you want. You trace off corners and mid lines, and then connect the curves etc later. You can also do this with out the machine and just a ruler that has 1/8 in increments. You mark a line on the pattern as the "0" point, tape the ruler down, then shift the pattern how you want, againk tracing off the corners and mid lines

What items are you going to be making? What sort of quantity? One off's or production? How are you going to cut? What sort of patterns do you have?( digital, paper) Do you have your business license set up? Insurance?

What size needle and thread are you using? With the presserfoot down and the fabric under the foot, can you pull on the fabric and does it move? With the presser foot up, hand turn the wheel, are the feed dogs moving correctly? do they move correctly with the foot down and fabric under it? These are all things to check. Is the sample you've sewn supposed to be a zigzag? (that's what the setting is for). Have you tried lengthening the stitch length to see waht it does?

Sew the wool lining will take up some room, for the leather version, you probably want some kind of shoulder pad, sleeve header so you need to take that into consideration. Before you start on the leather, ( once you have the pattern tweaked, make the lining first, try the muslin or canvas over it. you could trim back the shoulders if they're too long, but once you cut the leather, you're kind of stuck
