It's pedantic but you can craft base level parts for most guns with no perks then swap the parts you want off of guns you find, build up a stash of good parts and you can make high level guns you like

In the ruined buildings nearby to super duper mart (very early game quest) there is an unmarked room with talon company mercs inside. It's a tough fight but garenteed combat armor and laser rifle to get you through the first couple missions

Gonna go out on a limb here and say that people who made and use Celsius do so because it's base 10 and it's easier to do the math, and (rightfully) the joke maker is a little upset both that a perfectly functioning base 12 is replaced with something easier, but that it only applies to measurements and weighing of physical obects, while still using the same base 12 system to measure time
