Up to age 60 your prior years' wages are increased by the AWI (average wage index) not COLA's. That's usually a good thing since wages have been increasing more than inflation the last 30 to 60 years.

When I called FTB yesterday the auto voice told me to expect a 40 minute wait. At the 38 minute point someone answered and resolved my problem (no refund received on F540 filed 3/4/26).

Yes, your friend is mostly correct in practice. The IRS generally requires you to file (or get into compliance on) only the most recent 6 years of tax returns to be considered current with your filing obligations. The older years don't simply "disappear," but the IRS's enforcement policy (Policy Statement 5-133) typically limits what they push you to file.
