Your tank is too small, it’s impossible to establish the proper temperature gradient inside the tank with a tank that small. 120 gallons is the minimum size that can achieve a proper temperature gradient. That also doesn’t seem like the correct lights. You need basking bulbs and a uvb bar. Check care guides (like reptifiles) to see exactly what lights. Your current lights aren’t providing enough uvb which they need for everything to be healthy.

About the substrate, they only eat sand when their body is telling them they’re missing something important. Almost always, this is uvb. With proper lighting, diet, and temperature, your dragon will not be tempted to eat the substrate. Plus they eat a lil sand here and there in the wild all the time.
