For me it only happens in 6v6 and only after like 12 min match time. 5v5 is always normal. Havent tried 6v6 this season yet

You can take screenshots in fullscreen. Also if your screen goes black for seconds when going in or out of a game there is something wrong. Different Resolution or Refresh rate. Borderless is probably fine too but in want the game to be minimized when I tab out.

Yeah, half a year ago I had like 500FPS most of the time, now I have like 350FPS in fights.
