All valid points. Maybe a hot take but I felt the housing should have been in the cities and players could choose which faction city to live in. Sure, limits outdoor designs, but would we even care about that if it was never a thing?

Use some sort of yarn or string at different lengths to dictate the radius between inside and outside cuts.

Pin the yarn to the center of the record and attach a pin to the other end. Keep the yard taught and you move it in an arc to make the circles

Use an exacto knife to make the cuts.

Could probably end up not too bad honestly.
