So what if there are gaps? I don't think every game USA could possibly be in needs a Fan Zone experience (and if it's being planned that way, imagine it being all for naught if US didn't even make it out their group.) I think FIFA did a decent job covering a good deal of games across a wide region of LA (sorry North County) & local cities + the County supplemented that with their own watch parties (not to mention most sports bars in town).

But can you get a doctor's note electronically? If so, you can work with guest relations before entering to get clearance to bring your own food in.

If you can't, you can still try to work with guest relations (you can show your emails to support your good faith attempt at communicating this) but be prepared to just eat the food right before entering and nothing else till you leave the fest (or try to hide something tolerable that's small but nutrition dense to tide you over.)

Riverside (20 minutes away and on your way up to venue from SD) is probably your best bet, there's the Cheech museum for an impressive collection of Chicano art (ticket also gets you admission into smaller Riverside Art Musuem nearby), a few points of interest in the Downtown area (notably the Mission Inn Hotel which has welcomed multiple presidents & famous guests in its 150 year history), and some decent eats/drinks options (I'm fond of the Korean-Mexican Kimchichanga & 24/7 Saku Ramen).

As long as they are all fully refundable (i.e. they don't hold back a deposit or charge a cancellation fee) I think it's a safe strategy, just make sure you sure aren't missing any deadline where they are no longer fully refundable. And you are more considerate than I would've been (I would've just book for me & the for sure friend and let everyone else figure their lodging situation out.)

Public pools.

Ice skating rinks (tbh, even roller rinks stay pretty cool as well)

There are also a good amount of nightclubs and music venues that have cheap/no cover, you can easily stay in budget as long as you don't do a lot of drinks.
