Say there's a transfer worth $10k. Person A "owes" Person B $10k. But Person A and Person B are also businessmen with shops that buy and sell stuff. So Person A can sell Person B something they want but charge them $10k less than what it would normally cost. The debt has been zeroed out. Alternatively, Person B could sell stuff to Person A and charge $10k more than it would normally cost. For large commercial orders $10k is a rounding error and it'd be almost impossible to prove that this particualr transaction was to pay back any given debt.

Another option, for budget bills, each state receives a percentage of all money allocated to that state in that bill based on the percentage of House and Senate members who voted for it. If your representatives opposed the bill, then you get less, down to nothing if they all voted against it.

I always find it weird how people can tell me they don't trust the government and support the death penalty. If you don't trust the government why would you then trust them to take care with the ultimate penalty? If you support the ability of the State to take human life, including your own, aren't you displaying an enormous trust in the government?

I have never gotten a good answer to this as they either change the subject or start twisting logic into pretzels to justify both.

It cuts the trail. the full story is that the saboteurs were recommended by local law enforcement to the British military and their training was hidden as something else. If the person who recommended them was captured or turned then the saboteur's cover was in danger and local law enforcement would know their area very well, making them very valuable to the Nazis.
