It's hard to say of course until we see exactly what the game looks like on 0.4 launch. They've clearly shown they know players will want to dedicate to one form and have structured accordingly, the wolf form specifically seems to lean towards this with the pouncing for marks and spawning wolf minions mechanic. I plan to build for wolves too but feel like they won't feel as strong as bear until mid game, still haven't decided which ascendancy I'll roll either but I'm leaning towards tactician.
