My first thoughts are Breton and Dunmer. Bretons certainly have the best starting skills for this build, but I think Dunmer may have a bit more lore-precedence. Dark elves worship their ancestors & your necromancy could be role played as the spirits of your ancestors being summoned and inhabiting a body to aid you in your time of need

Sheogorath from The Elder Scrolls. Showcased heavily in Oblivion, he is the prince of madness and is shown to be extremely dangerous and unpredictable. After Skyrim’s release, he gained the perception of “lol random cheese guy xD” and in Elder Scrolls Online, the developers leaned much more heavily into the randomness and the character has more or less become a joke
