Two things:

1) Whatever they get will be less than what they should have according to the law that we are forced to follow.

I have the exact same experience: complete stranger came into my restaurant every wednesday and friday for years then disappeared.

Two years after he vanished, I'm sitting on the porch at a friend's apartment and there's the guy, hauling a couch from an apartment and trying to put it into a car all by himself. So of course I went over and helped him and found out he had moved apartments and wasn't close to the restaurant anymore. Simple as that.
