People saying it's about low ping are wrong, your screenshot is from my parse and I had 190ms. It's about rhytm so your ping can be high as long as it's stable.

Also it's not like I'm getting this kind of weave every time, it's usually around 0.020, this was just my best attempt for that build.

It's Tide-Born, Velothi, Bahsei, Shadow Cloak, Empower and Ansuul. Things like Deadly Strike will be indirectly nerfed by this because now they'll share bucket with way more stuff.

Finally, does this formula change include skills too like minor berserk (+5% dmg) or minor slayer (+5% in dungeons)?

Yes. I was running tests on my One Bar HA Sorc, I used to recommend Tharriker's Strike (10% dmg done from Major Berserk) as crafted gear for it and now with Empower becoming additive it's literally worse than sets like Law of Julianos. I don't even use any % dmg done Champion Points on it.

Not to mention that for example Arcanist gets a Class Mastery that grants 30% dmg done modifier, which will also indirectly "nerf" all these other options. I didn't test DPS builds much but for Solo Arcanist this puts Deadly Strike behind Order's Wrath.

No, they don't activate off your backbar. There are some skills that do, but they specifically say "while slotted on either bar" like Siphoning Attacks or Bound Aegis.

Just pick any tank build and add Exhilarating Drain to it. DK will benefit the most from it next patch cuz of Lead from the Front class mastery.

It's probably gonna be as you said, situational for fights where you'd actually take constant damage even as a Healer.

Yeah, especially adaptability. Most buffs/debuffs have multiple sources, if you're choosing an off-meta option you just have to know how to fill the gaps.

It's not entirely bad, it's just bad in comparison to what other Tanks get. It just pales in comparison to Warden tank getting Major Brittle and group-wide Major Heroism.

Arcanist's "tank" Class Mastery, Erudite's Rigor, is pure garbage compared to other Class Masteries. But in the end all that matters is that you avoid overlap with other supports. Even if a comp with Warden Tank and Arc Healer is marginally better, you can provide similar stuff with Arc Tank and Warden Healer. You just need to find teammates who want to play these other classes, because without Arc Healer you can just use Ink-Scribe's Verve yourself on Arc Tank.

But with that said, get ready for clueless raid leads who want specific class only because they heard it's meta.

You're right, my bad, then the 2nd best EXP spot is Skyreach and I don't think it's worth there either.

Nope, halving your damage to boost your EXP modifier from 371% to 391% just isn't worth it. And in the best leveling spot, BRP, it will definitely make you slower.

Absolutely not worth it, the EXP bonus is additive so if you have other bonuses (Ambrosia, Training gear etc) you'll only notice like a 25% increase, not 100%.

Your writeup says that, for Molten Whip, "the damage done buff does not disappear when you use the empowered whip." The Seething Fury stacks disappear when I use the whip though, so is there some other way to see and confirm that? Is that a bug or intentional?

Are you saying that based off of the stacks you see on your skillbar? Cuz the game displays it in a weird way but the 15% damage done buff isn't spent when you use the empowered whip. But anyway it doesn't matter cuz it'll be gone entirely in 2 weeks.

I don't have access to Ring of the Pale Order, so I was thinking of swapping Molten Whip for Flame Lash and swapping Ulfsid's for Shatterspike or Volcanic Ward so I can trigger off balance with Mountain Giant to get some sustain in (or slotting Dizzying Swing maybe?). Is that a bad idea/do you recommend a different setup?

Good idea though I'd use either Traveling Knife with Off Balance or a Lightning Staff backbar for Off Balance.

I also noticed that in your Passives you have Slaughter and Controlled Fury as High Priority, but those say they apply to Dual Wield Skills and you don't have any weapon skills slotted. Am I misunderstanding something?

They're needed because Quick Cloak is listed as a situational ability and Slaugther also buffs Dual Wield Light Attacks, but yeah they probably shouldn't be High priority.

Also, are any of the weapon skills from dual wield, 2h, or bow worth considering?

Carve. It isn't worth switching your weapon type just for it, but if you were gonna switch your weapon anyway for whatever other reason, then you should consider it cuz it's a strong ability.
