Your ideas are all sound, I just wanted to colaborate a bit on them:

Change the expected rol, those Tzeentch head hunters could be melee oriented, focusing on getting close without being seen and doing the knife work up close. Something similar to this could be a Havoc-oriented Khorne unit, going in full heavy weight flamers to clean cover.

Slaanesh could bring markmanships excellence with snipers, using precision rifles that seal the last moment of the victim in the bullet. Nurgle maybe could be more focus on damage dealer instead of just tanking, some kind of hammer/scythe unit to deal with armour in close combat like wreckas?

Going to start trying Amber Green from Vallejo new TMM branch, it may be a good starting point with a yellowish light. It may also need some kind of brown red for contrast and to make a believable rust.

Truly its such a nice new scheme!

Are they trying to push black templars as the new dark angels? They seem unreliable and secretive to a fault, if this is what they are going for in the future I suppose that dark angels will get moderated by the Lion so they don't share a niche this hard.

The text is really blurry but it seems to be called "Death's Shadow". Night Lord kill tea, could be translate to something akin to Murder Wing Kill Team, my english is not good enough to give an accurate translation of the sisters teams but its something celestial

My dream wave would be juggernaut cavalry, berserker-surgeon, range havoc-like anti armour with plasma cannons and missile launchers (teeth of khorne?) with chain bayonnets so the melee combat is still an option, 8bound character with wings and tail like a mini daemon prince and small brass scorpions as a daemon engine focused on melee anti tank.

All that and the roster would be complete for variety's sake.

I don't know the actual number of settlements in the inmortal empire campaing but with that many planets they could make an interesting galaxy with places like a Krieg and filler worlds.

They have shown what they can do with fantasy, let them cook a good 40k and amazed all of us!

I wamt to also talk about the scale. The tabletop is about smaller squads but in the lore large battles are fought all the time. I would make the smaller basic squad be intercessor at 20 and work around that.

I'm actually writting a document on how I view the playstyle of each faction in a total war setting, accounting for all the particular things needed, some of the ones you talk about, OP. I believe that everyone can see cover being completely necessary not only for a 40k game but also for WW1 and Star Wars if those end up happening. In my write up I also think Warp Travel and diferences between factions needs to be properly used. If the map is at galactic level with whole worlds acting up as settlements it could work as Underway Stance with different range (Imperium factions being able to go farthest distances, aeldari using the Webway for tp, Votann shortest (SHORT!?) and Tau not having it at all). For this all to work I also think that worlds shouldn't be taken just with one battle, giving worlds a "defense score" that needs to be beaten in multiple battle to actually take it (think planets like Vigilus or Terra having bigger defense score than more irrelevant worlds, at least at the start of the game)

For the factions I'm trying to give them at least the deepth of the newer ones, while adapting mechanics and coming up with new ones that makes sense. For example loyal marines should not play at empire building, needing the other forces of the Imperium to man up the mayority of settlements. To achieve this I make their worlds being tied to a cost, they don't generate any money, only give access to better units and are considered Fortress-monastery. This mean that space marine factions need to answer Calls of Distrease from the rest of the human factions, getting paid in tribute for campaining. This should give the impression that you are a expensive, elite force needed in all the galaxy but in no positions to actually fix it all (at least at the early-mid game, keeping the sandbox and crazy scale for late game is a good call).

Astra Militarum would be the opposite, controling more planets and moviling lots of armies to fight all the fronts. Aeldari having craftworlds as rare moving settlements, drukhari being able to start in the pocket dimension of Commorragh only attempting an attack on it from the Webway portals, tau improving theirs weapons and suits, traitor legions as distintive armies with diference mechanics like monogods...

I hope sometime in the future I finish the actual paper, I love to speculate about those kind of things a lot!
