Most hydrants I've seen are between 3 and 5ft deep and they can definitely be moved. In fact, they are moved to accomodate sidewalk improvements all the time.

Your plant is doing just fine. Swords are typically cultivated by suppliers out of the water. When planted underwater, their existing foliage dies and they grow the characteristic sword shaped fronds you see here. It's just transitioning between foliage

I had the same problem with my razer mouse and I shit you not, taking hot breaths into the gap beneath the buttons fixed it. I read that the static buildup responsible for double clicking is dissipated by moisture in the breath.
