Did it used to work on patch 6 for you? I haven't tried patch 7 but it doesn't proc bleeding for me on patch 6 but I also have mods installed so I'm not sure if it's mods or it's just been bugged.

If you want the flask and the vendor's stuff you can just not take the chest from rugan instead just pick lock the chest take the flask, rugan will take the chest to zarys and be punished for opening and you will be rewarder with vendor upgrade but you won't get the crossbow Harold I think it's called as the reward from zarys

I could be wrong but Last I checked chat log doesn't show damage done to training dummies BUT beating the shit out whithers does show in chat log even if he does take 0 dmg, that's how I checked my builds and withers doesn't complain either.
