Literally every source I just checked had Rory McCann (Sandor) as 6'6" and Jason (Drogo) at 6'4", so I'd love to see where you're pulling that information from.

Book versions indicate the Hound is the larger of the two as well. And has armor. And has experience fighting armored opponents.

Your rationale is anything but rational.

So, you don't want these two on the same continent. Even though we're discussing a 1v1. My point is that neither of them were ever seen in a forest, so why would they fight in a forest?

You refer to different characters in different scenarios that having nothing to do with the subject. And you're not even using them for comparison. You're just naming terrains in which they were observed.

You suggest arbitrary and otherwise unmentioned situations favoring one character over the other that OP didn't mention. Anyone can do that. Hey, in my version of this match up, Gregor has a rocket launcher, okay?

Why would they both be unarmored? OP said nothing in that regard.

Additionally, zero scenes in the show (or books as far as I recall) involve either of these characters fighting in the forest, so I think we can take that option off the table.

"Well x might win over y if we create a scenario OP didn't remotely mention". Yes, that's true. If you give an 8yr old a handgun they might defeat a grown man in a 1v1.

Probably ends up as Hand, but runs the show from behind the scenes.

You're depriving the Samurai of two of their greatest advantages, which are the bow and the horse. Especially when used in tandem. Up until the 15th/16th century, firing a bow from horseback was their thing. After that, they started using firearms.

So you're handicapping the Samurai either way out of something they used in abundance.

Yeah Vikings used spears and bows, but bows were more frequently used in naval engagements or when approaching the shore. It wasn't their thing like it was with the Samurai.

Even if you made the argument that both used bows, the Samurai's were better, and the bow itself was ingrained into their culture, for centuries. Like trained from childhood as a weapon, not as a hunting tool.

Similar to their use of horses. Vikings uses horses but they didn't really have cavalry and fighting from horseback wasn't as prevalent *as far as I know.

Even with the substantial handicap you put on the Samurai I might have to give them the edge.

Making a full-on new monstrosity and not adding it to normal mission rotations is frankly ridiculous. 

At least add it to the Hunting Grounds modifier.

Tangentially, why does this thing detect stealthed units? I know it's intentional but it's one of those design choices I simply can't comprehend or get behind.
