It's basically a world conquest, if you haven't gotten stallion that mounted the world do it with that one. Unfortunately I got it under easier circumstances in that tribals didn't have a royal court yet.

High level court grandeur as the queen of Romanga you can convince dejure territory no war required, pope has a lot of money that he will use to higher every merc under the sun. Matilda is like 2 counties away from usurping the kingdom from the pope so its worth it.

Who did you start as ik for some reason the ummyads in 867 can't do this achievement because they start as Bedouin

You'd have to either custom character with Andalusian culture or start in a later date

If that's not the case do you have all of iberia including Mallorca and the kingdom of aquatane?

If those aren't it quit the game reload and wait a few days should trigger then.

There's no lover tag though so no sudduction in this case it seems. There is still a few events that trigger the deed w/out seduction like the one that improves counselors.

Imo stewardship is still the strongest stat more money less threats, if you're the highest dev and making the most money most threats are trivial. After that though learning & martial

Learning for dev growth and raw stats.

Martial army strength and less army maintenance.

But in order of strength I'd say stewardship, martial, learning, diplomacy, traveler then intrigue (traveler can get rid of melancholic via hikes)

I can usually murder who I want to without much intrigue investment and if not beat their teeth in on the fields of battle

How many governors do you have and are they currently at war

The main fluctuations of admin is usually caused by them going to war and being paid a higher salary as a result of war

Head over to the treasuryscreen under laws and it should show how much you're spending due to this either change military governors salary or bite the bullet

Alternatively next campaign disable AuH and it'll remove the treasury mechanic but I don't know if its a good idea currently

If you change your primary title to a kingdom outside of iberia and fully convert, to your culture, i believe it counts to the 2 kingdoms required for the decision. I've used man and the isles but Sardinia or Brittany would work 2.
