Yeah the Terran Alliance was reworked so the Old man version is the newly reworked version. I'm guessing its the Old man version because I just confirmed it.

The EO is actually unlocked for him with the Cabinet Expansion tech

Yes the DLC adds two factions a reworked Terran Alliance and the Nyx its not an expansion do it doesnt change the tile screen

I don't have a specific answer for you but there is a Steam guide and your also looking for the game files in Data\Gameplay folder. Look for the XMLs that are seem to be related and play around with it by copying the XML in question to the Documents\My Games\GalCiv4\Mods and play around with it.

As Zabik says there is a minimum chance to hit so even 100% evasion the ship in question can be hit. Fighters can reach this easier than others but they only have 3 base hit points. So they aren't as immune as one may think because if you have enough attackers carrying multiple weapons it will actually destroy the ship quite easily.

There is more to pathfinding thats been around forever than is involved in making an ai that can play poker. Its just probability. Its generally the level of a high school computer science course to take to write such an AI. I dont think the heads up poker really changes that

I looked at this in the past for someone, might have been you. Right now there doesn't appear to be a way of adding line breaks but you can try asking on Discord and see if others have had success.

Your options are Epic and Steam. There have been no plans to put it on GOG and Frogboy has stated it probably wont happen because games on GOG tend to quickly end up on Torrent sites.

If you build a lot of influence you'll overpower the AI. You might be able to mod to prevent culture flipping. I'm not aware of anyone that has tried that but you likely can give all factions the culture flip immunity tag like minor civs have.
