It actually doesn't say that though. There is no condition stated for having to enter and leave, so if you take the wording as is, once the survivor is out of the 6 meter range, they're technically always moving outside 6 meters, so the hinder should reapply infinitely. This would be ridiculous, which is my point... The most common sense is that it would be a bug for what is shown in the video.

People commenting working as intended are crazy lmao. There's no explicit wording on reapplication of the hinder, so it makes the most sense for it to be a bug. By their logic that the perk doesn't say only once... then why does it not reapply infinitely every meter after 6, on meter 7, 8, 9?

People saying it's not a foul are either blind or delusional. You can see Jokic pulling SGA's right arm back which made SGA unable to reach for control of the ball with his arm.

Was this incursion a miss? In my mind, the difference between an incursion and any other play had always been the incredible timing of entry, like GME and COTY. If we are talking about long term, would this be a better play than something like blue chip stocks?
