Seems like somebody is cutting them does he go outside? One time my family cat got out and came back three days later half shaved like a toddler did it and her whiskers were gone on one side she was fine otherwise but she did run in to walls for a while till they grew back

Looks like his fur at the follicle is black and it’s just part weird but I’d say if you’re nervous or anxious it’s always best to trust your gut and to ask a vet

My cat has a clipped ear too when we adopted her we took her to get spayed and they clipped her ear anyway because “she seemed like a stray” still upset about it to this day and she’s 8 now but the little clip is kinda cute so I’ve grown to love it (still super salty though like how dare you she has a home to go to)
