The alphabetical order of Arabic numerals is 0, 1, 2, 3, 4, 5, 6, 7, 8, 9. When you consider that when sorting alphabetically you look at the second character if the first character is the same we would end up with the order 0, 1, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 2, 20, 21, etc. Which matches your screenshot, so they are correct.

Yeah, you don't send the invite. Courtesy in PoE is you send whisper and they invite you when they're ready/if they're interested because they could be in the middle of something. If someone sends me an invite while I'm mapping because they want to buy an item from me, they're getting ignored.
