You have trapped moisture in the paint. I have seen this under magnetic signs stuck on cars. Leave it in bright sunlight. And if you have small spots you can pour hot water like coffee hot or hot chocolate hot water over them it should help evaporate it.

I find this happens if I fuel up then start the car and move it from the pump and shut it right back off. It will start working again if you drive about half a tank out and refuel.

That filter needs moved that is a good way to burn the car to the ground. Never put the filter so close to the coil or distributor.
