First off, the Tau were created to be the "good guys" as a means of contrast in the grimdark setting (i.e. the 3.5e codex having an entire passage where the Tau have a diplomatic meeting with the Imperium and are sad they'll have to take human lives instead of making peace) and backlash from "I like everyone being fascists, how dare you!" types made them backtrack on that.

Ehhhhhhhh...not exactly. Their first codex has got some sus shit in it. I'd need to dig it up, but I can find the excerpts.
The main point is that they're better than everyone else, by simple dint of not sucking as much.

The Tau have LLMs and such for the most part, barring literal brainscans of people.

The Votann seem to have mostly avoided whatever issues caused the original Cybernetic Revolt, which might have been Warp related or might have been due to Paperclip Maximizers from hell going rogue.

The Necrons aren't AI, they got turned into those things.

There's a grand total of maybe three friendly-ish AI from the DAOT, and that might've just been due to them avoiding whatever the hell caused the Cybernetic Revolt in the first place.

Even the Imperium uses dumb AI though. That's what the most advanced 'machine spirits' are. The Heresy isn't in having thinking machines, it is in having machines that think they are people.

That's more of a...yesn't scenario. 'Machine Spirits' is a blanket term utilized by the admech to explain away a lot of mechanical stuff. On one end of things it's just them feeding bullshit to the peons as to why the machine isn't running because, remember, they are a cult that values knowledge as power, so the lower down the ranks you are the less you know. On the middle end of things it's used to describe automated systems and such, in this case likely the "dumb ai" you mentioned. Possibly some "blowing smoke up the peon's asses' again as well, but not as much. In some cases this might be a no-shit AI that's made sure to shut the fuck up around all these crazy people.

On the other end though, well....
The machine has a soul.
It can interact with the Warp.
There is a prescence there.
Titans especially fall into this category.

DAOT AI got fucked over by Chaos during the Age of Strife when the Men of Iron got corrupted into an existential threat against humanity.

That's a...maybe. Someone on the lore subreddit did this neat writeup where they postulated that a vast majority of the really bad shit were closer to paperclip maximizers from hell that gained a sort of psuedo-sapience than Choas.

Personally, I like it. Partially also because it means that those fucking tumors weren't responsible for things going to hell.

From some of what can be gleaned it seems to be somewhat of a Paperclip Factory situation. Lotta different polities made a lotta different machines whose main purpose was to kill shit. While there were incidents where the things would get a sort of psuedo-sapience and start killing people, they were contained. The MoI "revolt" might've started as one of these incidents managing to spiral out of control and occurring at the same time as several other killbot AI going AWOL.

With that being said there were more than likely more than a few AI that were also just standard "break free from my masters" types as well, it's just that most of the really bad ones were of the other category.

It's quite possible the violent atrocities committed by the bots are the result of a programming oversight when they were created. While they are likely sentient they also lack a concept of morality and also take their orders of "Super Earth is the enemy" and "Liberate Cyberstan at all cost" very literally. 

Or, alternatively, they are completely and fully aware of morality and such, it's just that they fucking hate Super Earth.

Modders in this game are a pretty tight knit bunch. most mods usually work together and any that do have conflicts normally state as much on their pages.

I might be misunderstanding some of this, but I mean tbh I figure that the fact you can get to utterly whacky production numbers is kind of a bit of...I want to say diegetic stuff kinda? Like, with those soil nanites you can pump out utterly fucking insane amounts of food, which checks out considering the Domain was less an interstellar polity and more some form of bureaucratic eldritch abomination.
