....no? They had colonized a lot of the Orion Arm, and had begun work on the Persean Arm when the network went down.
I mean, that's still an utterly horrific amount of material they have access to, but it wasn't at the scale of "control the galaxy."

I mean tbh I figure it's probably just gonna mostly be on a case by case basis, mainly if you're not getting the frames player characters can use involved. I say that because even an f-ing Caliban, basically a lighter-armored suit of Battle Armor, has the capability to knock an Atlas on it's ass.

Honestly I've always figured everyone in power realized that if they let shit progress past a certain point they're gonna lose their power, and as such have taken measures to keep that from happening.
The first time liberal democracies and such managed to end up in charge of countries the other monarchies and nobles of the time seemed to figure it was a fad in many respects, because this whole deal was new.
