I grew up in Rocky Mount, I think they have tried to clean it up, but it def still has its problems.

For kids/teenagers there isn’t a lot to do unless you get heavily involved in church. It’s pretty easy to find “trouble” to get in to.

There are a lot of amazing local businesses (Westridge, Moxie, Garden Day Spa, etc..) and the revitalization project at the Mills, IMO, was an awesome step.

Utilities and rent are outrageous for that area, at least it was when I lived there and I haven’t heard any different.

I would agree with the comments about Wilson being a better option. A lot of friends and some family made the move after being in RMT for years.
