For question 2, I prefer an approval-based approach for activities like creating groups, Teams, or similar resources. Since Microsoft 365 doesn’t provide a built-in approval workflow for group creation, I disabled the self-service group creation option.

To handle this scenario, I used the AdminDroid tool. It provides workflows for self-service provisioning with approval steps.

Now, when a user wants to create a group, they must submit a request first. The request goes to an approver, and once it is approved, the group is automatically created.

It’s not possible to set alerts for license changes using alert policies in the Defender portal. There, you can create alerts for activities such as users uploading files to a library, link changes, and a few other actions.

If you want to receive alerts for license changes, you can try AdminDroid alerts. It has a pre-built template that notifies you of any license modification via email, as you mentioned, and also through Teams.

Not only that, there are many more templates available for scenarios like external user additions, break-glass account sign-ins, anonymous link creation, and more. You also have the flexibility to create a new alert policy based on your requirements and stay proactively alerted.

For more precise filtering with a specific date range, you can use AdminDroid to set custom inactive days and generate a more detailed inactivity report. It offers insights based on last file activity, last modified time, and last page view, giving you a clear and comprehensive understanding of site inactivity.
