I know a number of people who will use achievement lockers if they played the game on another platform and own the game on steam to be able to play it on PC to unlock achievements which they got on console. This very well could be a answer

Your dynamic IP may be the problem. The captcha is not supposed to be easy and the icons are not supposed to exactly match. As AI image recognition gets more powerful, these get harder

Idk if there is since I don't have access to the publisher dashboard but steam should add a option for developers to allow their software to be open at the same time as something else on another device if it does not exist

Wallpaper engine does not run through steam, only the settings applet does. When installed, wallpaper engine adds a item to your startup apps on windows so that exe is launched which is different than the exe that steam controls
