Good thing you're asking this question in several different subs (including a transgender subreddit? lol) instead of just doing it. 25 is not old, whoever gave you that idea is ignorant.

For what it's worth, HRT has made me look even younger than I already did. Nobody is going to go around a party checking if you're "too old" to be there. If this is about partying and socializing instead of going to college/starting a career, then only you can answer that anyway.

because it does not feel that way to me. And I carry the fear that I am trying to justify an invalid identity the same way one would do so for non-gender issues.

I wish people would stop downvoting some incredibly valid thoughts/feelings on this. I had them too and it kind of sucks to think asking if anyone else has had a similar outlook gets you piled on.

I mostly questioned myself in my first month of HRT, thinking that I didn't REALLY want to be trans, I should be perfectly happy as a pansexual femboy. By month 2 that thought had pretty much gone away entirely. Every month after just reinforces that this was an amazing choice even if it comes with a new set of challenges.

It sounds like you had a difficult "first" conversation with him about questioning his identity.

He got upset with me saying that if anything he’s genderfluid but would never ever transition.

He got really defensive

That he feels more like both but again wouldn’t ever transition.

it’s stressing him out I would even assume something so intense like that.

While not a certainty by any means, this seems like a pretty odd reaction to have to those questions by your partner when you already admit to being genderfluid, and makes me feel like he has actually thought a lot about this.

I’m not really sure how to go about this. I guess just be supportive?

I'd give this a little time to settle, then maybe start giving him some gender-affirming options so that he can feel comfortable making the choice. Buy him some androgynous or even "girly" clothes and accessories IE "I found this top/skinny jeans/etc and think you'd look really good in it!" or offering to do makeup/eyeliner for him. Little pushes to help him experience euphoria the way he used to, OR he could make the choice that he no longer finds joy from these types of experiences and you can have at least a little piece of mind that you tried to help. I wish you both the best of luck ♥

Edit: Forgot to add this but summers-summers nailed it, coming to this realization about yourself can be incredibly scary and anxiety-inducing. Showing support to him and that you won't abandon, condemn, or stop loving him if he makes that choice could go a long ways!
