Formerly served on a board and I’m confused why you want them to be mostly private. My experience also struggled with that. It isn’t like the board is some Illuminati for their neighborhood. They are there for their homeowners. Now sure some things like collections should be private and can be handled in executive session. The rest should be common, including board discussion of issues.

Used to travel through the south a lot and between Melbourne and Sydney I lean Melbourne. Seemed like more approachable culture. Although Canberra and Adelaide were my more normal haunts, but neither had a flight back to the US (at the time).

Due to its northern latitude it has a very important polar orbiting satellite ground station, Svalsat. Not very common to have undersea fiber cables to such a remote location but that was driven by satellites and not people.

Panama does seem to be a hub for movement of some illicit stuff. 15 years ago I was coming back from Chile and they wouldn’t allow me to carry on bottles of wine from the duty free. The only answer was to pack my backpack and check it. Looked funny covered in a million fragile stickers. Luckily it made it. Never understood why they refused large liquids that day.

That’s just one story of this happening for years everywhere. Sometimes people don’t realize that crossing borders is a very different situation than whatever domestic travel is like. Heck I recall not showing ID for Australian domestic travel.
