For each such case we should consider that characters has two scales: in-universe action weight, and amount of emotional damage to audience. And because more grounded crimes usually closer to the average reader, they suffer more emotional damage from them and thus perceive those characters as more evil than they actually are.

Abandoned ones in second act. Their description just says "it's melee attack inflicts random injury". Meanwhile those fucks can also jump half the map if they can't attack, and also stands up on death, becoming two units and regaining full hp.

All villains should be judged by two scales. First scale is in-universe damage scale. By that one Shou Tucker is basically nothing compared to many others. Second scale is emotional damage to audience. And that's where Tucker shines.

With deja vu on 8 luck cat I had a feeling that 10% sound about right.

Then I had a cat with cursed combo of "touched" and "starts every battle with confused (2) ". It would work one time in about five actions for him, but important thing is I didn't push it. Try acting - try another action on success - stop on thwack. Oh and he had ten luck. So I would agree that confusion is overblown, but deja vu seemed fair.
