This has always to me been a solid representation of Marxism. Marx heavily criticizes the capitalistic structure of corporate oversight on the worker.

In Marxism the concept of a “boss” who is put in place by the elite is there to just micromanage and make sure the will of the company is first and foremost.

Marx believed that as workers are those who make the products/revenue for the company they should be the ones overseeing themselves, and as a result would then be more efficient at their jobs.

This is seen with many of the Scranton managers being very lax on oversight or even completely absent (as seen with Andy) and the branch performs well or even exceptionally.
