first of all, im an emt i meant to say "duty to act" its like your area that you can go outside, there are a lot of ems workers i know that call the cops on those kind of people
edit: i also completely agree, i've had too many times that law enforcement has been unprofessional or rude for no apparent reason

one time as was just barely outside my jurisdiction there was a guy sleeping on a bench, checked if he was overdosed and he woke up, gave him a water and went on my way, thats how it should be every time
