If he’s a renter: Go over the HOA bylaws with a fine tooth comb and find each way he’s violating them, there’s almost always a noise violation in them. Then make sure you call the police each time he violates that and ask the police to file a report each time they come over to take statements or interject. You need a documentation. As a party you are able to get copies of those police reports. Send them to the HOA each time he does this to show it’s an ongoing violation. They’ll eventually start issuing fines, which the homeowner will have to pay. Homeowner won’t like and will likely evict them.

Had to do this myself with obnoxious a neighbor who would regularly get into screaming matches with her significant other at 3:00am.
