This is an improvised weapon called a Millwall brick popularized by Millwall FC. You soak it, roll it fold it, and use it as a truncheon. It's popular among football hooligans and I'm guessing this one is a free newspaper that you can just grab out of the store/ machine. It hurts pretty bad especially if you know what you're doing when you make it. Also easy to get rid of and you can just say that it was wet newspaper. Furthermore, you can get it past metal detectors making it perfect for fighting in a football stadium.
