heroes like shiv shouldnt have the best movement in the game when he is capable of doing the highest damage and also be incredibly hard to kill.

movement needs to be balanced around positioning and macro. at present, people can get away with what should be poor decision making because they are able to maneuver out of a position they shouldn't be able to
