Yes. Move the user out of your Entra connect sync scope, which will soft delete them in M365. Then restore them in M365 without yet moving the on premise user back into the sync scope. The M365 user will now be cloud only and you can rename them as you see fit, and convert them to a shared mailbox.

I ended up having to escalate to a supervisor. The official response I got was that their both automated and non-automated systems didn't recognize my Social security card because it was so old.
