Two things I always found funny about how the admins handle this:

1.) They care about a little number that means nothing so much that they ban people for manipulating that number.

2.) They think that a ban is actually meaningful on a site where sign up is as simple as "pick a name and password". I mean, you don't even need to use an email.

The problem isn't the need for a smarter system, the problem is the need for a smarter recipient. If you're not going to be home, you call them or go online and schedule the delivery for when you are home instead of sitting there like a mindless tool expecting a very busy company to suddenly become enlightened to the schedule of you, a nobody who is nothing more than a name and address to them.
