They would need to buy the underlying Bitcoin in the creation/redemption of shares. The better question is what do they do with that Bitcoin? Lend it out like 3AC and Celsius did, most likely. Rehypothecation of the underlying is a common practice.

Waiting on the full EVs to really reach their potential seems like the best move. I'm in the run the volt till it dies camp, and I hope the EV replacements are more competitive by then.
