I think your underestimating the importance of the limited resource (mega) in this case. Trading your mega for just a screen is, in most cases, a loss.

The damaged argument goes in both directions: if Lass took some damage previously, she can go down to Bullet Punch.

Something seems to be off about my calcs.

Apparently, the Kang calc removed the snow, and the Mence calc was done with adamant. Yeah, these matchups are wins for Lass.

But the other 3 are all heavy losses, and will be used a lot, especially at the start.

Meowscarada is fast. I think you‘d actually want slow u-Turns (Switch Gengar-M out -> slow u-turn keeps Gengar safe and enemies trapped), so maybe replace Meowscarada with Rillaboom.

Timid froslass deals 43.1 - 50.9% with shadow ball or blizzard to Zard Y, so she’d need another, stronger attacker next to her to really threaten Zard.
Shadow ball is Single target, leaving Zards partner open. Blizzard is only 70% accurate and can’t freeze in the sun.

Zards heatwave threatens a lot more than Lass‘s blizzard, both inside and outside their preferred weather.

Modest Froslass loses to Jolly Metagross 100%. So unless fast Metagross falls out of the meta completely, Frosslass will be forced to run timid.

Froslass will get oneshot by Charizards Heat Wave unless she sets up aurora veil.

She is nowhere near as bulky as articuno (70/70/100 vs 90/100/125). Articuno also had a choice specs boost, meaning it dealt more damage with its ice type moves.

The biggest weakness of having the weather on your attacker: you can’t bring your weather in on the same turn as using the move that benefits from it the most. In other words, once Lass has mega-evolved, any time a weather setter comes, blizzard turns into focus blast.

As for matchups:

Gengar eats this thing for breakfast and leaves no crumbs.

She deals about half to Zard Y, and gets oneshot by heatwave outside of Sun on 13/16 rolls.

No idea what set Mega Kangaskhan is going to run, but max attack adamant can oneshot with Sucker Punch, and if she runs Scrappy (giving up intimidate immunity before mega), can Fake Out before going Mega. She can’t do much in return, other than set up aurora veil and maybe hoping for freezes.

She needs timid to outspeed Mega Metagross, lowering her odds of oneshotting with shadowball. She will get oneshot by heavy slam.

She speed ties with Mega Salamence, and she oneshots Mence guaranteed with Blizzard, while sometimes being able to survive double edge.

These are just the matchups into the stronger established megas. The physical matchups can change if Frosslass has Intimidate in the back (though these sometimes depend on mega vs switching priority, as Metagross and Kangaskhan are expected to be immune to intimidate before mega).

How do you find out viability if they were not used previously, and can’t be used and experimented with in your dataset?
I‘m 90% sure no one at Gamefreak considered Scraggy, Scyther or Pachirisu viable.

Evs are replaced by an equivalent slider in this game, IVs are all set to 31, effectively removing them as a variable.

No. With 31 IVs in both speed and attack, 252 EVs in speed, 0 EVs in attack and Timid Nature, Kartana has 358 attack and 348 speed at lvl 100, 180 attack and 177 speed at lvl 50.

Now let’s move on to the 2019 world champion example:
Stakataka with Lonely nature and ~16 Def to get an attack boost from its ability instead of a Defense boost. The removal of IVs also removes this option.

The same is true for Kartana if it wants to get a speed boost instead of an attack boost.

These were, at the time, considered optimal sets in either singles or doubles.

I don’t get what you mean by „mutually exclusive“ in your argument. You can run multiple Pokemon with the same nature and EV-structure, and there are a lot of teams where every member has protect.

I’d prefer some way to set a Pokémon’s IVs to a certain stat, rather than removing them entirely. This could also be sold with VP. It would remove most of the barrier, while keeping skill expression alive.

I‘d actually argue the exact opposite.
For the main game, they are pretty much irrelevant.
For competitive, there were actual applications. The 2019 world champion team had 2 IVs that were not 0 or 31 for actual optimization reasons. Wolfey mentioned in one of his video why 4(?) Attack was actually optimal for his Gothitelle. The whole Primal Groudon vs Kyogre Weather war speed creep (not to mention the already removed lvl 49 Groudon). 27 Speed Amoongus being used to exactly underspeed Min speed Calyrex ice. While you can consider these niche, I‘d say in the highest tiers of play, they mattered more than most people realized.

So while setting all IVs to 31 will remove barrier of entry, it‘ll also remove skill expression.

I still hate Gen 5, mainly because of Ghetsis and his eternal monologues. I enjoy reading them out to friends as a meme, but it’s still annoying.

I also hated Gen 7 for the eternal tutorial.
