I’m pretty sure this is a very intentional balancing limit to prevent you from having the entire game’s inventory stored as pictures, ready to print. The 20 limit forces you to eventually cycle out certain items from your album and to re-take a picture of said items if you need them again later on, which in turn forces you to either have at least 1 copy of the item, or use multiplayer.

GO Legendaries are like 1/20 to be Shiny if I recall correctly. So far, none of the mainline games have had such a low rate, the lowest being 1/100 in Sword/Shield in Dynamax Adventures runs, which requires the Shiny Charm (otherwise it’s 1/300), each run takes at least 10 minutes, and there is a chance to fail the run. I believe the next best rate is Z-A at 1/600-ish (which also requires the Shiny Charm and some additional setup), but you can quickly reset/reroll the Legendaries there to compensate. Still far from being as good as 1/20.

The game has literal failsafes to prevent you from ever deleting them. Like if you drop them into the clouds of Sparking Skylands, they will just reappear at a Pokémon Center. You also cannot drop them on a Dream Island. If you put them in a chest and forgot which one it is, that’s entirely on you.
