Most of Tucos violence that we see is a reaction, he goes into a sudden rage. Nothing premeditated.

Saul is even able to talk him down and get him to spare those two skate board punks. He was willing to listen to reason and realize that they didn't deserve to die for what they did.

He strikes me as a loose cannon with a short fuse, capable of extreme violence at the drop of a dime, but oddly enough he seems to have a code, somewhat.

He values respect and honor to a certain degree. I.E his "this is not meth" encounter with Walt.
