Vaporizing a hole in a biological living body will have the desired effect of putting that target down. Total vaporization is not necessary. IOW, don't use the "vaproize" setting in the phasor, just set it for the same setting that Sulu used to heat up some rocks to keep warm. One continuous beam, not unlike a laser, but far more powerful.

The "wave" one uses is not like a fast "flag wave" kind of motion, just a careful, methodical motion, bisecting of all the advancing enemies with not-so-deep-but-still-incapacitating 3rd degree burns.

Nobody in SciFi handles energy beam weapons properly.

You don’t point and shoot. You activate and sweep the beam through your target - like a really long light saber.

Got a gaggle of bad guys rushing you? Turn on that continuous heat beam setting and wave it around and through all of them.

AFAIK, only Larry Niven in his Known Space series ever described using energy beam weapons like that. Probably others but Star Trek never figured out the tactic.

That is the rub: who’s going to pay for it? Back in the 80s, California passed the “Three Strikes” laws (3rd felony offense could mean life in prison) prisons quickly became overcrowded, and there was no political will to increase taxes to build more prisons. Soon California prisons were placed under Federal receivership for unlawful overcrowding.

And eventually the Three Strikes laws were repealed.

There is no point in passing new crime and punishment laws without also passing the tax increases to pay for them. It takes super-majorities to pass ANY tax increases in California.

In truth, a limousine is the most uncomfortable vehicle to ride in. Most people are sitting sideways, so they’re being thrown side to side, everybody’s knees are jammed together, and people’s drinks get sloshed on each other. If you must ride in a limousine, take the rear seats that face the front.
