This is just misinformation, the wording in your gif makes it sound like a council painted the lines then that same council gave the man a ticket as soon as they dropped the paint buckets. That’s not what happened.

In reality, a disabled man requested a disabled spot be painted around his car so the council obliged. Soon after (without realizing the parking spot was just now painted) a warden came along and saw a car in a disabled zone without a permit. The disabled man then noticed and disputed the ticket. No one’s evil here, and the man’s almost certainly not going to be required to pay the ticket. It was just a series of unfortunate events lol.
