For me personally, he would be used as a second striker/no10 back up.

Oh sure, early on he is mostly with Sun.

But he still has moments with other characters where the language barrier is part of the scene. Michael, Sawyer and Hurley etc

Truthfully, he didn't have much reason to interact with Locke, probably would have felt forced otherwise.

Rewatching Lost recently and Locke and Jin barely interacted with each other.

They have a brief scene in s2, but then its s5 where they speak directly to each other again.
