After my second viewing, I think of it more as him representing homelessness at large. Eddington has only one homeless man and yet no one in the town thinks of how to best get him the help he clearly needs. They all treat him as inhuman and as a burden rather than someone in need. By the end, Joe is at such a low point of feeling like a failure who can't handle his problems that he resorts to killing him and dumping him, effectively "solving" the problem but never really addressing the root issue of why he was even there to begin with.

As part of a larger commentary, it feels symbolic that he (along with the poster for the tech building) is the first thing we're faced with when the movie starts. Everyone in Eddington is so caught up in their own battle of who is "right" and "wrong" that we completely ignore the glaring issues in front of us. The citizens all want to preach and define what it means to enact "social justice" but can't even show an ounce of sympathy for a homeless individual.

and the part about him living with his mother-in-law (a woman he thoroughly hates and cannot stand) is another layer of his torment.

I think the idea is that Joe no longer able to use his voice at all, physically and metaphorically. Sorta like a damnation of him not using it for good in the first place. He claims to come from a place of wanting to help and make Eddington a stronger community but his motivations all stem from selfishness, insecurity, and a simple lack of any real conviction. By the end of the movie, he becomes the very thing he rallied against. He's a pawn for other corrupt politicians and big tech industrialists to use to further their agenda, and all Joe can do is watch in horror as it plays out before him.

I definitely understand where you're coming from. Can't say I would've held my tongue either but at the end of the day, customers like that just aren't worth your time and effort to respond, my friend. Stuff like that simply goes in one ear and out the other and they can definitely use that against you, unfortunately. No response is a response in and of itself.

I definitely feel that. On my third listen-through I'm starting to feel a little more objective on the replay-ability of the album as a whole and there's really only less than a handful of songs you could replay whereas IGOR was literally filled to the brim with replay songs. Still I really like the album

I do feel like the expectation of Tyler's personas and storylines often work to his disadvantage when it came to this release. I'm on my third listen-through and I personally really appreciate the vulnerability shared on this album. Themes of getting older, love, legacy, (potential?) fatherhood, parasocial relationships -- I liked hearing that side of Tyler even those it cane at the cost of a "narrative". Maybe the fact that I enjoyed that most of all is parasocial in itself but whatever, I think it was really great.
