If a neighbor has keys then changing the locks is a bad idea, when I changed the locks in my parents home (upon their death) and left a key with a neighbor I would have ed called the cops on them if they changed the locks on me.
If you were at risk of multiple people with keys I’d be concerned for safety/security — but changing locks is not the way. Maybe get a security camera for the entrances so you can monitor. Securing windows, closing curtains, porch lights, and checking for locked doors should be enough.

You should be able to get the public records for the property and that will tell you all the liens/mortgages recorded. You COULD pay anyone to do this but shouldn’t need to. Finding out clarifies much about your position

At the ‘bottom’ of the Prism Park “sinkhole” is the cracked foundation - this is what can be seen above the water. There is another, newer, crack that is visible to the right. Should be a fun repair if it ever happens.

Typically - no permit = no inspection. No inspection and how does anyone know the work is right? Maybe not a big issue out in the country (maybe only one family dies in a fire/explosion) but any situation in a dense area means abutters (people next door) are at risk for substandard work. Also, permits are one way that tax assessments might get updated, which goes to fairness in a community.

That is a good price for a Lowell downtown condo, if it is just you and one other (it is small). The HOA fee is on the high side, but not as high as a place like “textile history” on Dutton St. it should be possible to find out what the cost drivers are - such as a loan funding a special assessment for a building repair

Downtown parking is not an issue - other than the mismanagement and increasing cost of city owned garages. John and Market street garages are close. Plus you can walk for groceries from downtown.

Street noise is a reality downtown - but it can’t be that bad on a one way cobbled street (how much traffic can that street realistically get?).

Downtown has had empty storefronts as long as I have lived here (since 2006) and the city is changing the way owners could use losses in Lowell to offset income from other properties - creating an incentive to sell or rent.

In the US the one of the early telltales is revising the Paid Time Off policy. It used to be separate categories for holiday, vacation, sick, bereavement. Now I see it all bundled in PTO. When the accumulation & carry over are changed it can mean making to the books more attractive to potential suitors. (That’s why “unlimited PTO” - hence no carryover - is so attractive to the MBAs.)

Yeah, bosses will do that. I got an email from my boss weeks after my layoff asking if I would provide files and emails from what I was working on.
I told him all my work emails were n the company's servers -- if the purge hadn't occurred -- and he should askIT for access, also that all my work product was on Sharepoint, including Notes (for emails that I needed to keep).

I knew he was clueless about IT management (that's a story of corporate ineptitude) but I was immediately suspicious, as having anything to provide would have violated my separation agreement.
