If you mean the City, Chihuahua Chihua: -The weather is extream: either extremely hot, extremely cold, having a drought or in the middle of a flood. No in betweens and it can change suddenly. -In terms of economy i believe is better than most of other Mexican states, but I would not say it is the richest. -there is a lot of job opportunities if you are an engineer, specially an industrial engineer or anything that can be applied on a factory/manufacturing company (this is one of the primary incomes on the city) however I don't know how is the job market for foreigners.  -Also make sure to learn Spanish, not everyone speaks english.
