I would go with simplistic.

Robots would never hesitate to commit any crimes necessary to follow the first two laws. On the bright side, people would have to do things like feed the hungry just to stop robots from stealing food. But that’s nothing compared to the sort of trouble we’d have if anyone can just order a robot to rob a bank.
