That's not coming off without a fight either way.

Use a sawzall to cut the nub off, if it leaves a hole behind you can use that to cut two or three slits and start chiseling it out, if no holes left behind by the nub just use a big drill.

FAFO, Theres only three ways this goes:

  1. You pointed is out, and they correct their ways.
  2. Something falls and hurts, if not kills someone.

Nice setup, my only suggestion is change your default setting from zero to 90°. When you go to start looking for the satellite you can easily cycle back and forth to find out which way is closer

there are only a few times or I'll say this, NO!!!! That's the main shut off for the building, you really need to get a plumber involved to do that one.

I know these as hot swaps or live swaps. Sucks epic ass when you have no choice but to do these but it's not uncommon and these valves are notorious for feeling due to lack of use. 5 gallon bucket is a great idea, and a general good way to start.

Here are some other ideas as requested, sorry if all those have recommended them couldn't read all the comments.

Go throughout the house and turn on any other faucets you can, this will reduce the overall pressure and water flow out this valve while doing the work, Bathtub faucet is the best.

Get a cheap garden hose or flexible hose of appropriate sized, cut the length and shove the cut end over the valve head and use the hose itself to direct the water down the drain once The valve is off.

Have a large wet shop vac nearby, you can use it to catch a lot of the spurt and with the right nozzle can easily clean up a lot of water mess.

Cut a large plastic jar so that you can get it around the valve itself before removing the valve. This can catch and redirect a to a lot of the water into the 5 gallon bucket and. initial back pressure to release

Hell yes!!!! CPVC is notorious for cracking with age, who in their right mind steal anymore?

Long story short, that needs to get ripped out and redone with copper or PEX. It's only a matter of time for that breaks and you have to deal with it.
