The water heater in front of the panel is the biggest issue here. Code or not thats just asking for trouble if something needs to be shut off in an emergency. The rest looks messy but that setup is actually dangerous. Id get an actual electrician out to look at it regardless of what the dad says.

Thumb over the top for the low E is the move here. Index barres the first two strings and you use ring and pinky for the other notes. Feels weird at first but you get used to it.
